    Support for businesses who are owed money from OneSteel Manufacturing

    South Australian businesses awaiting payment of eligible debt (creditors) from OneSteel Manufacturing Pty Ltd (OneSteel) are now invited to apply for a grant payment equal to the total amount owed, up to $5 million.

    Whyalla-based businesses may be eligible to receive a portion of eligible debt owed to them as an interim payment.

    The South Australian Government is delivering the South Australian Business Creditor Assistance Scheme (Scheme) so that creditors may receive funding to offset what they're owed by Onesteel in a timely manner.

    This Scheme will complement, but not interfere with, the OneSteel administration process currently underway with KordaMentha.

    Part 1: South Australian Creditor Assistance

    These payments are designed to support South Australian businesses who can demonstrate that they meet the Scheme eligibility criteria and are owed outstanding eligible debts by OneSteel as at the date of its entry into administration, being 19 February 2025.

    Eligible creditors can apply for a grant payment of up to $5 million per employer group, or the total value of the eligible debt owed, whichever is the lesser.

    Part 2: Whyalla Creditor Assistance

    Businesses based in Whyalla and owed $5,000 or more may be eligible for an interim payment of up to 50 per cent of eligible debts owed, up to $1 million.

    If verified to be eligible, these applicants may go on to receive further payment, to the balance of total debt owed (up to $5 million per business).

    This Scheme is designed to get much-needed funds to creditors sooner than would otherwise be achievable through the usual administration process.

    This means that all grants will be conditional upon the applicant:

    • registering as a creditor and participating in the administration process, including by submitting a proof of debt form to the administrators (KordaMentha)
    • providing a statutory declaration confirming the amount of eligible debts owed and any relevant insurance coverage
    • not being 'double-compensated' in respect of the eligible debt. This means assigning Government the benefit to any dividend payable or arising from the administration process.

    Eligible debts mean ordinary trading debts for goods delivered or services provided on or before 19 February 2025 that have not yet been paid (in whole or in part). Some debts are ineligible for grant payments, including debts subject to a dispute process or under legal action.

    Application process

    The Scheme is being administered by the Department of State Development in partnership with the Department of Treasury and Finance.

    Grants are provided to assist creditors to continue to trade, and should be applied in a manner that best supports the continued operation of the businesses, including payments to creditors, wages for employees or to meet general business costs.

    Applicants who apply for a payment under this Scheme must commit to continuing their operations throughout the OneSteel administration process, and further commit to making payment of any debts they owe to their subcontractors.
